Watershed Plan: A Collaborative Action Strategy for the Upper Merced River Watershed


The Upper Merced River Watershed is large, encompassing approximately 700,000 acres ridge to ridge. Public agencies manage roughly 600,000 of those acres, and about 100,000 acres are owned privately. The Council owns no land in the Watershed. Its mission is not to actually manage land but to bring people together for planning, education that promotes stewardship and collaborative assessment and restoration projects.

The Watershed Plan is not a traditional "management plan" as has been produced by public land agencies that are charged with oversight and regulatory tasks. Since the Council has no actual land that it "manages," this Watershed Plan represents a framework for cooperative efforts by stakeholders and partner agencies and organizations. Working within this framework, the Watershed Council, volunteers, and agencies can collaborate on agreed-upon goals, activities, and planning.

In order to prepare the Watershed Plan, the Watershed Council reviewed existing plans of the agencies that manage land within the area. From these plans, the Council identified goals that it shares with agency partners and that reflect the interests of Council stakeholders. Strategies that would enable the Watershed Council to work toward achievement of these goals with its partners are also identified.
